Public Draft v0.1Last updated 08/31/2026

Learning Quality Management Program

A professional specialty focused on developing, supporting, stewarding, and improving the systems used to manage quality across L&D.

Designed for experienced L&D professionals who want to manage quality at the system level.

Why a Framework?

A competency framework turns an emerging specialty into something people can understand, discuss, develop, and eventually assess.

It creates a shared structure for defining what belongs in Learning Quality Management, how the work is organized, and what capable practice looks like. It also gives the specialty room to evolve by making the competencies visible, reviewable, and open to refinement.

The four domains

A system, not a checklist

The Learning Quality Management Competency Framework

The framework defines the knowledge and skills needed to practice Learning Quality Management. It is organized into four domains that reflect the lifecycle of a quality management system: building it, helping people use it, keeping it running, and improving it over time.

The Learning Quality Management Competency Framework is not a framework for designing a quality management system itself. Instead, it defines the knowledge and skills needed by the people who create, support, steward, and improve that system. It focuses on the professional capabilities required to establish the system, help others work within it, maintain it over time, and improve it as organizational needs evolve.

Why this matters

Quality is shared. Quality management requires specialized capability.

The book

Quality Management in Learning and Development

Every error in a learning product has a consequence: broken links, confusing content, and missing accessibility measures all compromise your standard. This book goes beyond checklists for typos and branding to help you define that standard, build a quality management system to support it, and make quality everyone's responsibility. The Learning Quality Management Competency Framework is based on this book.

For instructional designers, L&D managers, and the department of one, it's a way off the hamster wheel of last minute checks and rework, and into a proactive process that builds quality in from the start.
